The need to reform the appraisal process and appraiser oversight is urgent and immediate.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"content-wrap-item post__paragraph\">\u201cWhile we applaud the agencies and The Appraisal Foundation for taking certain steps to address appraisal issues, the fact that advocates have to monitor and comment on actions across various agencies and a nonprofit organization highlights the weaknesses in oversight of the appraisal industry and the need for a consistent, whole-of-government approach,\u201d said Ms. Yap. \u201cWe look forward to continued dialogue and coordination with federal agencies and The Appraisal Foundation to address the key issues in appraisal reform.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"content-wrap-item post__paragraph\">In the past two weeks, leading civil rights and consumer advocates &nbsp;issued letters to the following organizations:&nbsp;<\/p>\n\n\n\n<ul class=\"content-wrap-item post__list post__list-undefined wp-block-list\" value=\"\">\n<li><a href=\"https:\/\/www.asc.gov\/?state_id=55&amp;state=OK\" target=\"_blank\" rel=\"noreferrer noopener\">The Appraisal Subcommittee (\u201cASC\u201d)<\/a>, a federal agency that oversees the nonprofit that issues appraisal standards (The Appraisal Foundation or \u201cTAF\u201d). Advocates<strong> <\/strong>strongly urge<strong> <\/strong>the ASC to set public goals and timelines for concrete action in several key areas of reform, including governance and oversight of the appraisal industry, appraiser qualification criteria, appraisal standards, and automated valuation model standards.\u00a0<strong><a href=\"https:\/\/nationalfairhousing.org\/wp-content\/uploads\/2023\/02\/2023-01_Advocate-Letter-to-ASC-re-Appraisal-Bias_FINAL.pdf\">Click here<\/a><\/strong> to read the letter.<\/li>\n<\/ul>\n\n\n\n<ul class=\"content-wrap-item post__list post__list-undefined wp-block-list\" value=\"\">\n<li><a href=\"https:\/\/www.appraisalfoundation.org\/imis\/TAF\/Standards\/Exposure_Discussion_Drafts\/TAF\/Exposure_Drafts.aspx?hkey=d6d47266-eca5-4178-8919-2d3e827a5f36\" target=\"_blank\" rel=\"noreferrer noopener\">The Appraisal Foundation (\u201cTAF\u201d)<\/a>, a private, non profit organization that sets the standards for appraisals and the professional qualification criteria for appraisers. After a January 2022 \u00a0<a href=\"https:\/\/nationalfairhousing.org\/groundbreaking-report-identifies-bias-and-systemic-barriers-in-real-estate-appraisals\/\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> raising concerns about the lack of clear nondiscrimination language in the appraisal standards, TAF\u2019s Appraisal Standards Board has now issued a <a href=\"https:\/\/www.appraisalfoundation.org\/imis\/TAF\/Standards\/Exposure_Discussion_Drafts\/TAF\/Exposure_Drafts.aspx?hkey=d6d47266-eca5-4178-8919-2d3e827a5f36\" target=\"_blank\" rel=\"noreferrer noopener\">fourth draft<\/a> of proposed nondiscrimination language to add to its Ethics Rule. The advocates have urged TAF to adopt a more streamlined version that will be easier for appraisers and other real estate professionals to understand. <strong><a href=\"https:\/\/nationalfairhousing.org\/wp-content\/uploads\/2023\/02\/2023-02_NFHA-et-al-re-USPAP-4th-Exposure-Draft_FINAL.pdf\">Click here<\/a><\/strong> to read the letter.<\/li>\n<\/ul>\n\n\n\n<ul class=\"content-wrap-item post__list post__list-undefined wp-block-list\" value=\"\">\n<li><a href=\"https:\/\/www.hud.gov\/program_offices\/housing\/sfh\/appr\" target=\"_blank\" rel=\"noreferrer noopener\">The Federal Housing Administration (\u201cFHA\u201d)<\/a>, which maintains a roster of appraisers to provide an opinion of value to the FHA in connection with FHA mortgages. The FHA recently issued a proposal to revise FHA\u2019s process which allows a consumer to raise concerns about the appraisal with the lender. The advocates generally support revising the ROV process, but strongly urge the FHA to provide clear, strong standards for lenders and a uniform ROV disclosure for borrowers.\u00a0<strong><a href=\"https:\/\/nationalfairhousing.org\/wp-content\/uploads\/2023\/02\/2023-02-02_NFHA-NCLC-Comments-on-FHA-ROV-ML-2-2-2023_FINAL.pdf\">Click here<\/a><\/strong> to read the letter.<\/li>\n<\/ul>\n\n\n\n<ul class=\"content-wrap-item post__list post__list-undefined wp-block-list\" value=\"\">\n<li><a href=\"https:\/\/www.benefits.va.gov\/homeloans\/appraiser.asp\" target=\"_blank\" rel=\"noreferrer noopener\">The Veterans Administration (\u201cVA\u201d)<\/a>, which retains appraisers to provide an opinion of value to the VA in connection with VA home loans. Late last year, President Biden signed the Improving Access to the VA Home Loan Benefit Act of 2022, which requires the VA to implement new appraisal rules and policies within 180 days of enactment. Since then, the VA released guidance under <a href=\"https:\/\/www.benefits.va.gov\/HOMELOANS\/documents\/circulars\/26-23-05.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Circular 26-23-05<\/a>, entitled, \u201cOversight of Appraisal Reports to Promote Fair Housing for All Veterans Obtaining Loans Backed by the Department of Veterans Affairs.\u201d The advocates strongly urge the VA to incorporate civil rights and consumer perspectives in the upcoming revisions to appraisal regulations and policies, and to provide transparency regarding the VA\u2019s standards for fair housing oversight and accountability mechanisms.\u00a0<strong><a href=\"https:\/\/nationalfairhousing.org\/wp-content\/uploads\/2023\/02\/2023-02-08_Advocate-Letter-re-VA-Appraisal-Regulations.pdf\">Click here<\/a><\/strong> to read the letter.<\/li>\n<\/ul>\n\n\n\n<p class=\"content-wrap-item post__paragraph has-text-align-center\">###\u202f&nbsp;<\/p>\n\n\n\n<p class=\"content-wrap-item post__paragraph\"><a href=\"https:\/\/nationalfairhousing.org\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><em>The National Fair Housing Alliance (NFHA)<\/em><\/strong><\/a><em> is the country\u2019s only national civil rights organization dedicated solely to eliminating all forms of housing and lending discrimination and ensuring equal opportunities for all people.
