Advocates achieved significant success affirmatively furthering fair housing, epitomized by the successful resolution of the fair housing litigation against Westchester County, New York and by the administration\u2019s dedication to promoting integrated communities, yet the foreclosure crisis and its many civil rights implications continued to temper any gains.
