{"id":3220,"date":"2021-10-27T21:45:00","date_gmt":"2021-10-27T21:45:00","guid":{"rendered":"https:\/\/nationalfairhousing.org\/?p=3220"},"modified":"2021-12-09T21:49:56","modified_gmt":"2021-12-09T21:49:56","slug":"nfha-and-advocates-submit-comment-letter-to-fhfa-on-enterprise-equitable-housing-finance-plans","status":"publish","type":"post","link":"https:\/\/nationalfairhousing.org\/nfha-and-advocates-submit-comment-letter-to-fhfa-on-enterprise-equitable-housing-finance-plans\/","title":{"rendered":"NFHA and Advocates Submit Comment Letter to FHFA on Enterprise Equitable Housing Finance Plans"},"content":{"rendered":"\n<p class=\"content-wrap-item post__paragraph\">FOR IMMEDIATE RELEASE&nbsp;<\/p>\n\n\n\n<p class=\"content-wrap-item post__paragraph\">October 27, 2021&nbsp;<\/p>\n\n\n\n<p class=\"content-wrap-item post__paragraph\">Media Contact: Izzy Woodruff | 202-898-1661 |&nbsp;<a href=\"mailto:IWoodruff@nationalfairhousing.org\">IWoodruff@nationalfairhousing.org<\/a>&nbsp;<\/p>\n\n\n\n<p class=\"content-wrap-item post__paragraph\"><strong>NFHA and Advocates Submit&nbsp;Comment&nbsp;Letter&nbsp;to<\/strong>&nbsp;<strong>FHFA&nbsp;on Enterprise&nbsp;Equitable Housing Finance Plans<\/strong>&nbsp;<\/p>\n\n\n\n<p class=\"content-wrap-item post__paragraph\">Washington, D.C.\u00a0\u2014\u00a0The National Fair Housing Alliance (\u201cNFHA\u201d) and a diverse group of civil rights and consumer advocates\u00a0have submitted a detailed and comprehensive\u00a0<a href=\"https:\/\/nationalfairhousing.org\/wp-content\/uploads\/2021\/12\/FHFA-Equitable-Housing-Finance-Plans_NFHA-et-al_FINAL2_2021-10-25.pdf\">comment letter<\/a>\u00a0to the\u00a0Federal Housing Finance Agency (\u201cFHFA\u201d)\u00a0in response to\u00a0its\u00a0<a href=\"https:\/\/www.fhfa.gov\/Media\/PublicAffairs\/PublicAffairsDocuments\/Equitable-Housing-Finance-Plans-RFI.pdf\">Request for\u00a0Input<\/a>\u00a0(\u201cRFI\u201d)\u00a0on the\u00a0Enterprises\u2019 Equitable Housing Finance Plans\u00a0(\u201cEquity Plans\u201d),\u00a0which\u00a0require\u00a0Fannie Mae and Freddie Mac\u00a0(the \u201cEnterprises\u201d or the \u201cGSEs\u201d)\u00a0to prepare and implement three-year plans to advance equity in housing finance.\u00a0<\/p>\n\n\n\n<p class=\"content-wrap-item post__paragraph\">\u201cWe applaud&nbsp;FHFA for&nbsp;requiring the GSEs to take this important step to issue Equitable Housing Finance Plans, with a particular focus on&nbsp;reducing the racial&nbsp;and\/or ethnic homeownership gap and\u202freducing underinvestment&nbsp;and property&nbsp;undervaluation in formerly redlined areas,\u201d&nbsp;said\u202f<strong>Lisa Rice, President and CEO of the National Fair Housing Alliance (NFHA).<\/strong>&nbsp;\u201cToday, families of color lag far behind wealthier and white communities that were advantaged by lending discrimination supported by our federal government\u2019s lengthy history of mortgage policies and private actions that led to vast disparities in homeownership and wealth.&nbsp;The GSEs\u2019&nbsp;Equity Plans must build out&nbsp;their&nbsp;important public mission, including supporting innovative programs to increase credit access for borrowers of&nbsp;color.&nbsp;The GSEs should also eliminate LLPAs&nbsp;and adopt less discriminatory credit scoring models, both of which have a disparate impact on borrowers of color.&nbsp;Finally, fair lending&nbsp;supervision&nbsp;must be strengthened and fully enforced.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"content-wrap-item post__paragraph\">The advocates believe&nbsp;the GSEs\u2019&nbsp;Equity Plans&nbsp;should&nbsp;do the following:&nbsp;<\/p>\n\n\n\n<ul class=\"content-wrap-item post__list post__list-undefined wp-block-list\" value=\"<li class=&quot;post__list-item is-item-undefined&quot;&gt;<em&gt;Support Eliminating Loan Level Price Adjustments&nbsp;(\u201cLLPAs\u201d).&nbsp;<\/em&gt;The LLPA pricing framework is inherently unfair as it places the burden of the GSEs\u2019 financial recovery and future catastrophic risk&nbsp;disproportionately&nbsp;on Black, Latino, Asian American and Pacific Islander, and Native American borrowers, even though they were the victims of the financial crisis, not the cause.&nbsp;Now that the GSEs have fully repaid the government for the 2008 bailout, the GSEs should support eliminating the LLPAs as they are a barrier that unnecessarily increases the cost of homeownership.&nbsp;<\/li&gt;<li class=&quot;post__list-item is-item-undefined&quot;&gt;<em&gt;Support Innovative Programs to Increase Access for Black and Brown Borrowers<\/em&gt;,&nbsp;<em&gt;including<\/em&gt;&nbsp;<em&gt;First Generation Homebuyer Programs<\/em&gt;&nbsp;and&nbsp;<em&gt;Race-Conscious Special Purpose Credit Programs.&nbsp;<\/em&gt;For decades,&nbsp;federally-sanctioned&nbsp;discrimination in the housing finance system largely denied&nbsp;borrowers of&nbsp;color access to homeownership and other wealth-building opportunities. Moreover, the GSEs have long had a very disappointing record of purchasing mortgages from Black and Latino borrowers. As a result, Black and Latino families often have less intergenerational wealth for themselves and their children.&nbsp;The GSEs should support targeting loans and down payment assistance to first generation homebuyers, including by&nbsp;ensuring&nbsp;liquidity for first generation homebuyer loans&nbsp;similar to&nbsp;the liquidity provided for first time home buyer programs.&nbsp;In addition, the GSEs should create purchase programs for race-conscious Special Purpose Credit Programs mortgages to ensure liquidity for this market.&nbsp;<\/li&gt;<li class=&quot;post__list-item is-item-undefined&quot;&gt;<em&gt;Search for and Adopt Credit Score Models That Are Less Discriminatory.&nbsp;<\/em&gt;The GSEs have long required lenders to use&nbsp;an&nbsp;outdated&nbsp;credit score model even though this model has a disparate impact and less discriminatory alternatives exist.&nbsp;The GSEs should ensure that the process for validating and approving other less discriminatory credit score models&nbsp;moves&nbsp;as quickly as possible.&nbsp;<\/li&gt;<li class=&quot;post__list-item is-item-undefined&quot;&gt;<em&gt;Ensure That Appraisal Guidelines Do Not Perpetuate Bias.&nbsp;<\/em&gt;Given the important role that appraisals play for communities of color, the GSEs should ensure that appraisal guidelines mitigate any potential fair lending risk and any potential harm to people and communities of color.
